Apply For a Liquor License

A Liquor Establishment License authorizes the licensee to sell spirits by the glass, wine and beer by the glass or opened bottle for consumption on their licensed premises in accordance with the conditions of the class of license. Each liquor license class has its own eligibility requirements and its own license terms and conditions which are outlined in the Liquor Control Act and Liquor Licensing Regulations. Upon receiving your liquor license from NLC's Regulatory Services department you accept the legal responsibilities that come with it, including the responsibility to be familiar with the Liquor Control Act, Liquor Licensing Regulations, and the Smoke-free Environment Act.

Minors
The Newfoundland Labrador Liquor Corporation may grant authority to the holder of a Lounge, Club or Special Event License to have minors on their licensed premises.

Airport Establishment
Authorizes the licensee to sell, for consumption on the licensed premises to passengers of the airlines using the airport where the licensed premises are located, at all hours and on all days throughout the year, spirits by the glass and wine and beer by the glass or opened bottle.

Lounge
Part of a licensed hotel or motel, or premises not part of a licensed hotel or motel, provided with special accommodations, facilities or equipment prescribed in the regulations, where in consideration of payment, beer, wine or spirits are served.

Restaurant
An establishment which is exclusively engaged in the serving of regular meals to the public in consideration of payment.

Club
A corporation, society or association of persons organized or carried on for purposes of a social, fraternal, athletic nature or as a military mess, but not for monetary gain, and includes the premises occupied or used for that purpose.

Recreational Facility
Includes a facility that is, in the Board’s opinion, equipped, operated and maintained as: 

  • an indoor stadium or indoor arena
  • a golf club
  • a ski resort
  • a curling club
  • a multi-purpose recreation center
  • a tennis club
  • an arts and culture centre
  • an outfitters’ facility
  • another facility that is, in the opinion of the board, a recreational facility

Tour Boat Operation
An operation by a seagoing vessel primarily for the recreation or education of the passengers and not for their conveyance from place to place.

Institute
A corporate body or organization instituted and organized for an educational, medical or similar purpose and includes the designated premises used for any of those purposes.

Transportation Service
A service provided primarily for the conveyance of passengers by railway, ship or aircraft.

Hotel/Motel
Hotel: an establishment in regular operation provided with the number of bedrooms, accommodation, facilities and equipment prescribed in these regulations where, in consideration of payment, food and lodging are regularly provided to the public.
Motel: a roadside building containing three or more rental units under one roof with easy access to automobiles whether or not other rental units are operated in conjunction with it.

Restaurant/Lounge
A Restaurant/Lounge License authorizes the licensee to sell to guests at meals, for consumption on the licensed premises, spirits by the glass and wine and beer by the glass or opened bottle during the hours of 9:00 a.m. to 8:30 p.m. as prescribed in the Schedule. A Restaurant/Lounge License also authorizes the licensee to sell to the public, for consumption on the licensed premises, spirits by the glass and wine and beer by the glass or opened bottle during the hours of 9:00 p.m. to 2:00 a.m. as prescribed in the Schedule.

Tourist Home
A building, whether or not it is a private residence, which is provided with the number of bedrooms available for the accommodation of travelers, and the equipment and facilities prescribed in these regulations and where, in consideration of payment, food and lodging is provided to tourists.

Military Mess
Includes a canteen or an institute in a building or camp used for the accommodation of the active or reserve units of the naval, military or air forces of Canada or of NATO forces stationed at Canadian forces stations located in the province, or a canteen or an institute in a building or camp used by the Royal Canadian Mounted Police or the Royal Newfoundland Constabulary.

Distillery
An establishment licensed under the laws of Canada to produce spirits.

Winery
An establishment licensed under the laws of Canada to produce wine by the fermentation of the natural sugars contained in fruit, vegetable or vegetable products or honey, or the like, the importation of wine concentrate for blending, the importation of bulk wine for blending, and bottling and packaging wine for sale to the Corporation or to other provincial liquor authorities.

Brewery
A person who has been approved by the board as an agent of a brewer, or of an association of two or more brewers, licensed under the Liquor Corporation Act.

Brewer’s Agent
Authorizes the sale of local brewery products, by the case, in a convenience store.

Brewer’s Distributor
Person who has been recommended as a distributor by one or more brewers who are licensed under the Liquor Corporation Act, to sell beer by the case to a person who is not disqualified to purchase it under this Act or Regulations made under this Act, for consumption off the premises where the beer is sold.

Bonded Warehouse
A warehouse license authorizes the licensee to store liquor on his or her licensed premises for the purpose of maturing it or for the purpose of transshipping it to a place outside of the province or for another purpose approved by the Board.

Special Event
A Special Event License may be issued authorizing any charitable or non-profit organization raising funds for charitable purposes that does not hold a subsisting license issued by the board, to sell spirits, beers and wines at a function on the premises and on the date or dates to be prescribed in the license.

Some classes of licenses may require one of the following forms:

Catering
A Catering License may be issued to any person who is, then, the holder of a permanent liquor license, if that person is approved for the purpose by the Board. A Catering License authorizes the licensee to sell for consumption on any premises during the period prescribed in the license, spirits by the glass and wine or beer by the glass or opened bottle with food which is to be supplied by the licensee in the form of meals by way of an off premises catering service.

Extension of Licensed Premise
The completion of this application is required when a licensee wishes to extend a licensed establishment adjacent to the existing premises for a particular date(s), to be signed off by the fire, municipal, and police authority in the area along with a plan, drawn to scale, showing the extension.

The completion of this application and a floor plan, drawn to scale, of the proposed changes is to be submitted when a licensee is conducting structural changes to their licensed premises or would like to include their patio under the existing license.
